Job Description:
The Program Management Office (PMO) at NSF's Division of Information Systems (DIS) plays the lead role in establishing best practices in Portfolio Management. The Portfolio Management functions/ services are managed by Federal PMO leads and these services include:
Establishing effective IT Governance and Capital Planning and Investment Control (CPIC) processes for selecting, managing, and evaluating the results of IT investments.
Facilitating the identification of DIS's strategic priorities.
Providing the CIO with the support required to carry out NSF's IT mission and goals.
Providing the tools and capabilities for effective project/ program/ portfolio reporting and performance monitoring.
The Candidate's role is to support the PMO leads in the various activities required to deliver the Portfolio Management services.
Best Practices in IT Project/ Program/ Portfolio Management: the candidate will
Apply process improvement and reengineering methodologies and principles to make recommendations and support the identification, planning, and implementation of improvement opportunities around Portfolio Management (people, processes, and technology).
Research and provide recommendations and white papers on best practices that IT Organizations use to achieve successful portfolio management from the investment selection stage through implementation, monitoring and closeout.
Work on deliverables, in support of the Federal Leads, that are integral to the portfolio management services to include but are not limited to the following:
Strategic Plans
White papers on options and solutions around portfolio management services
New processes
Reports supporting project/ program/ portfolio monitoring and reviews by leveraging existing processes and data as well as through defining new processes and reports as needed
Executive-level communications.
Project Management:
Provide recommendations and support the Federal Leads in ensuring successful completion of each approved project related to maturing Portfolio Management. This can vary from researching and making recommendations around the establishment of new processes to supporting the Federal leads in guiding the projects for building reporting capabilities to support the Portfolio Management services, etc.
Research, make recommendations around, and support the Federal Leads in leveraging best practices in project management from project initiation through closeout.
Change Management:
Support the Federal Leads in the identification and implementation of change management principles to ensure smooth and successful adoption of new or enhanced Portfolio Management processes and services. This includes:
Conduct stakeholder analyses.
Master's degree in a related field preferred, or equivalent combination of education and experience.
8+ years experience in IT Portfolio Management in the federal government realm.
Required Skills:
In depth experience in IT Portfolio Management principles.
In depth experience in IT management consulting techniques (Business Process Reengineering techniques and methodologies to include As-Is, To-Be, Cost/Benefit and Alternatives Analyses).
In depth knowledge of organizational change concepts and interventions; experience executing those concepts within the context of an IT organization or CIO shop preferred.
Solid understanding of the Federal budgeting cycle, e-Gov requirements, CIO Council priorities and the impact of external policies on IT organizations.
Ability to assess the strategic landscape while also having the willingness and ability to perform hands-on, deliverable-based tasks.
Ability to translate technical knowledge and information into easily understood terms and presentations for stakeholders at the various levels in the organizations.
